HOW DID WE LEARN THE PERPETRATOR OF JULY 15? FOR WHOM WAS JULY 15 USEFUL? WHO IS THE VICTIM OF JULY 15?

It has been a long time since the July 15 incident. So far, the top of the state has addressed the Gulen community as the perpetrator of the incident. In this article, rather than discussing the guilt or innocence of the Gulen community, I will try to look at the big picture. My thesis is that the explanation about the perpetrator in the first hours of the incident, was the need for a perception of an organization in the ongoing process. I base this thesis on the existence of great doubts in terms of the investigation technique and the disclosure of the perpetrator to the public. What do these doubts mean? Who could profit from this? I will try to find answers to these questions.

While doing this, I compare the previous terrorist attacks throughout the world with the July 15 incident. It is necessary to look at what kind of path the politicians followed in these attacks, how the investigation was carried out and when the public was informed about the possible perpetrator. Of course, when the July 15 incident is considered as a whole, is it a terrorist act or an attempt? This may be the subject of another article. Let's assume here that an armed group is trying to overthrow the government and parliament, as the official discourse imposes. I will compare the July 15 incident with three significant terrorist attacks. When choosing these attacks, I chose two examples from the USA and Canada, considering the size of the incident and the development of the countries in terms of investigation and intelligence. Choosing an example from Turkey, I examined the attitudes of the same intelligence agency and the same authorities regarding the detection of the perpetrator. Now let's get to the subject.

Our first example is the September 11 terrorist attacks carried out by the terrorist organization Al Qaeda and targeted the World Trade Center, Pentagon, and Washington D.C. The attacks began at 08:45 on Tuesday, September 11, 2001, and approximately 2,996 people were killed and more than 6,000 injured in these attacks. The first news that the perpetrator of the attack could be Osama bin Laden came from the CNN National Security Correspondent, David Ensor. This news was the first, but unofficial, information based on the authorities. However, the first official statement was made by Secretary of State Colin Powell on Thursday, September 13 at 13:00. Colin Powell acknowledged that Osama bin Laden was a strong suspect in Tuesday's terrorist attacks. In other words, the start time of the attack was at 08:45 on September 11, and the first official statement was at 13:00 on September 13, that is, approximately 52 hours after the event. All investigative experience and intelligence power is put forward, the FBI and the Attorney General are working, and the first statement can only be made after 52 hours. Of course, there is another important point. During this period, the president does not invite the people to the streets in the name of protecting democracy. Civil security is ensured immediately, evacuations are made, and security units are taking over the incident as it should be.

Our second example is the Air India Flight 182 attack. Air India Flight 182, owned by Indian airlines, was a passenger plane flying from Canada to India via London in 1985. While the plane was cruising in the air, the bomb placed on the plane exploded in the Irish airspace of the Atlantic Ocean around 07:14 (GMT) on 23 June 1985 and 329 passengers died. Most of the dead were Canadian citizens. There were also deaths from British and Indian citizens. This attack was the largest mass murder in Canadian history and the worst terrorist attack using a passenger plane until September 11, 2001. While the debate about the perpetrator was raging, an anonymous person who reached the New York Times on behalf of the Sikh Student Federation 11 hours after the attack, said that the attack was designed "to protest Hindu imperialism". But the leader of the US Sikh community, Dr. Hardan Singh Azad disputed these allegations, calling them a hindu conspiracy and sparking an argument. The investigation into the incident took 20 years and the target of the investigation was the separatist Sikhs. Several members of the Sikh separatist group Babbar Khalsa were questioned on suspicion of involvement in the attack, although Sikhs blamed the Indian Intelligence service for the incident. In the end, only one person was punished by the court as the perpetrator of the incident. 130 million Canadian dollars were spent on the investigation, and it was recorded as the most expensive investigation in Canadian history. This was not due to the incompetence or inexperience of the investigators. It was due to the belief in the law and the presumption of innocence in Canada, which is at the top of the democracy and legal indicators today.

Our third example is the Ankara station massacre that took place in 2015. A rally was planned to be held in Ankara on Saturday, October 10, 2015, with the call of the Confederation of Revolutionary Trade Unions (DİSK), the Confederation of Public Workers' Unions (KESK), the Union of Chambers of Turkish Engineers and Architects (TMMOB) and the Turkish Medical Association (TTB). It was planned that those who came for the rally would meet in front of Ankara Train Station at 10:00 in the morning and walk to Sıhhiye Square from there. However, at 10:04 am, as the crowd started to increase, two explosions occurred in succession. In these suicide attacks carried out simultaneously by two people, 100 people lost their lives and 391 people were injured. This incident was recorded as the bloodiest suicide attack in the history of Turkey. There has been much speculation regarding the perpetrator. However, the first official statement was made by Prime Minister Ahmet Davutoğlu on NTV live broadcast on Monday, October 12, at around 11.30 am. Ahmet Davutoğlu stated in his statement that they are investigating ISIS/DEAS as the priority. In other words, the first statement about the perpetrator could be made approximately 49 hours after the incident.

When we look at the investigation procedure of the attacks, especially in the USA and Canada, we see that the investigation bureaus and prosecutors' offices are working hard to identify the perpetrator based on the evidence available. Well, let's examine together how the procedure was in the July 15 incident.

Even though the beginning of the 15 July events was presented as 22:00, the whole country became aware of the incident when the bridges were closed by a group of soldiers at 22:28. Recep Tayyip Erdoğan made his first statement about the events and the perpetrator of the events while he was in Marmaris before his famous CNN Türk Face Time statement. This statement was made to the local press at 00:04 and shared with 30,000 Facebook users. In his statement, Erdogan unequivocally portrayed the Gülen community as the perpetrator, with his words 'known structure within the TAF' and 'Pennsylvania'. In other words, we learned about the perpetrator of the incident approximately 1.5 hours after the events started. Well, what investigation techniques were used to identify the perpetrator? We learn this from Binali Yıldırım's statements. In his statement, Yıldırım said, "When I called our President, I think it was around 22:30. We made a situation assessment. Of course, not one-on-one, but our conversation was as follows: ‘Obviously, this is an attempt by FETO members. It's not something that the Armed Forces would do with its own corporate identity,’ that's how I understood it." Let's make an irony based on these explanations. Probably, the vehicles (!) on the field had the crests of this group and the soldiers had Gülen banners in their hands. When you compare this with the investigation methods I mentioned above, it is both fast and costs the state budget as much as a phone call. No one in their right mind should expect me to believe that. You get the intelligence about the events from the brother-in-law instead of the MIT. But with the speed of finding the perpetrator, you write your name with golden letters in the history of world investigations.

As we have stated before, this article is not about the guilt or innocence of the Gülen community. This is determined by the judgments to be made according to the universal legal norms. The key questions of this article are: Why is there a need to immediately identify a perpetrator in the first hours of the events? Why doesn't the law move forward in its own field and go from the evidence to the perpetrator? My answer is that a plan was made by Erdoğan and his new partner, the Eurasian Perinçek group, and the returns were calculated. The most important apparatus of obtaining these returns is the perception that there is an organization behind all. I will try to explain.

If you have a dream of being a single man, if you have the biggest corruption files in the history of the republic and these files are following you like a shadow, and if you have not fully dominated the judiciary, then you cannot tolerate even a functioning democracy and legal system. You need a bloody event that will cause outrage, a false heroic story, and most importantly, extraordinary management methods. For example, you cannot liquidate the soldiers just because they are Atatürkist, loyal to democratic and secular values and claiming their legal authority. You need an event of violence, a perception of the organization, and a state of emergency. With the wind you catch, you plan to stuff everyone who believes in democracy and law, who will not be the party's military, police, or prosecutor, into this sack. Or, if you represent a deep structure labeled 'Eurasian thought', if this deep structure is seriously injured and you are allergic to pro-NATO soldiers in the TAF, you enter into a permanent partnership with someone you blackmail for their corruption and try to realize your agenda. You can see the traces of the needed organization perception in Doğu Perinçek's statements regarding the perpetrator on the night of July 15. What I have written so far can be called a hypothesis, perhaps a theory. But the knowledge of whether these have happened can turn the theory into truth. That's why we have to look at the results of the events of July 15 and who the beneficiary is. Prof. Dr. Nurşen Mazıcı, who got her doctorate by working on military coups in Turkish and Latin countries, also used the phrases "This is not a military coup. It is necessary to look at whom it served to find the perpetrator. It is the perpetrator who did it" and as you remember, and she was then taken from the broadcast. Well, let's see who benefited from the events of July 15.

  • Recep Tayyip Erdogan's fearful dream of December 17-25 corruption files were forgotten, even the opposition parties could not pronounce these words. In fact, looking at Ekrem İmamoğlu, whose mandate was taken from him with great injustice, they said, 'You stole and that's how you won'.
  • With the 16 April 2017 Referendum, the 'Presidential Government System', which is the dream of Recep Tayyip Erdoğan and the fancy name of the one-man system, was passed. The parliament was abolished not with the planes of July 15, but with this system.
  • About 3000 judges and prosecutors were arrested on the grounds of the coup, and more than 4000 judges and prosecutors were dismissed. This situation proved to be a stick for the remaining and newly appointed professionals, and the judiciary, including the higher judicial institutions, were aligned. Afterwards, the period of 'doing things in the judiciary' began, and in Doğu Perinçek's words, law became the dog of politics.
  • The people were invited to the streets by Recep Tayyip Erdoğan on July 15, a false heroic story was given to the people. Erdoğan was compared to Atatürk and July 15 was compared to the Battle of Çanakkale. Political authority used this wind blowing for a very long time.
  • The media was turned into a single voice, and not a single critical, dissident news could be found, except for one or two voices allowed by the system. The public was sacrificed to perception management and perception media. Nobody could speak against Recep Tayyip Erdoğan, and the prosecutors kept a tally of it.
  • In the Turkish Armed Forces, the pro-Western, law- and democracy-friendly soldiers were purged, and this situation was stated by Doğu Perinçek in Iran: “With an operation, the NATO and EU supporters in the Turkish Armed Forces were cleared. We fired 30,000 soldiers, including the officers and generals.”
  • Strategically, the 2000-year-old tradition of the Turkish Armed Forces was overthrown, and the discipline system was turned upside down. For instance, the sects got into a fight that to lead the Friday prayer in military schools.
  • All wise commanders who resisted the "military operation in Syria", which the political power used as a tool to change the agenda and consolidate the base, were purged.
  • Deep structures that do not like democracy and law have regained their position, and practices such as torture and kidnapping have returned.

Actually, there are more than that. If we look at these items, we can clearly see that the events of July 15 have served Recep Tayyip Erdoğan and his associates, deep Eurasianists. So, are these results a coincidence, or in the famous phrase, a gift from God? Recep Tayyip Erdoğan, who had dozens of field studies made even for a municipal election and acted accordingly, and Doğu Perinçek, who has years of experience in unconventional warfare and political engineering. Are you saying that they did not plan these results, did not manage the treacherous trap set against the TAF, and found these blessings(!) in their arms? I say apply to your mind and conscience and think again. Let's ask ourselves this question. What would have been the consequences if the trials regarding the events of July 15 had been held in the USA or Canada. I leave the judgment to you.

In this article, I tried to shed light on only one of the dark spots of July 15. In my opinion, these dark spots bring many victims with them. In addition to individual grievances, the biggest victim is the Turkish Armed Forces and the Turkish Nation. I do not believe that these grievances will come to an end without illuminating the dark spots and making judgments within the framework of universal law. Therefore, I will fight for this as long as I can, and I invite everyone who has a conscience, regardless of their political views, to this struggle.
